Dippy?

What does "dippy" mean?

I called a book "delightful, wicked and dippy" the other day.

I web-checked the last.

 

Collins defines ''dippy'' as: ADJ  slightly odd or unusual, but in a way that you find charming and attractive.

Also: "eccentric, especially in a pleasant or funny way."
