Frank Gallop was a stockbroker-turned-actor who gained fame by voicing spooky radio shows like Lights Out, an Inner Sanctum clone.
When novelty tunes were A Thing, his 14 words on this single drove it to Billboard's #57 in 1958.
Gallop's also famous for the awful Ballad of Irving, but you can find that for yourselves.
